In our specific case of urbanistic control, the instruments thought of, but almost non-applicable, have been a hindrance to any urbanistic set of action. A way to minimize such difficulties should be a higher specialization of the personnel involved. To do so would probably be justified to prepare a research project, which furnished “The City Hall” Municipality possibilities to formulate basic legal instruments to control of the Land Use. User should be provided with sufficient information so that he/she could execute as well as make decisions on the research, planning and managerial of the Information System that is then proposed to be utilized. To develop this System so that it can represent the necessary information to each city, i.e., to a specific city hall municipality, in an efficient but low cost way, is the main goal of this research work. The implementations, which are necessary to the development of the system prototype, are developed in Smalltalk. That is an object-oriented language potentially useful in the construction of the demonstrative prototypes, which are used for selecting the specifications of the applications.
